As you are conducting your review, you should ask yourself… “Is this Party building a solid institutional arrangements (inventory system) to maintain and improve the quality of its inventory submission?” Each Party’s inventory system should include legal, institutional, procedural, and personnel arrangements and resources to produce the type of high quality inventory submission we have described in this training. The inventory agency should have the legal authority to collect (directly or indirectly) the data necessary to prepare the inventory. There must also be sufficient institutional support for the inventory agency, including support for other agencies working in cooperation with the inventory agency. The Party should have procedures and processes in place for inventory development and QA/QC that are clear to all those engaged in inventory work. Lastly, the inventory agency and other associated agencies should have adequate resources and staff.
