The UNFCCC Reporting Guidelines for annual greenhouse gas inventories are the primary legal reference for Annex I Parties. They outline the requirements for the content and timing of the Party’s inventory submission.

In particular, these Guidelines provide a specific outline for the National Inventory Report (NIR) and specify the information it is to include. The Guidelines also include the Common Reporting Format (CRF) tables.

"UNFCCC Guidelines on Reporting of Greenhouse Gas Inventories from Parties Included in Annex I to the Convention" (implementing Decisions 3/CP.5, 18/CP.8, 13/CP.9 and 14/CP.11).

The latest version of the UNFCCC Reporting Guidelines include the revisions to the LULUCF sector adopted at COP 11 in 2006.
