Layperson’s Definition:

The big book that Parties publish each year on their emissions and removals. This is the most important document you use in your reviews.

UNFCCC Definition:

A Party’s National Inventory Report (NIR) is the main source of information for the review process. It should describe the methodologies used, activity data, emission factors, and the rationale for their selection. Information on the implementation of uncertainty and quality assurance/quality control (QA/QC) procedures and information on any recalculations related to previously submitted data should also be included.

A separate section identifying changes in comparison to the previous year’s submission should be included that addresses revisions to the methodologies used, sources of information and assumptions, as well as responses to the review process. The result of the key categories analysis and the uncertainty evaluation is also included in the NIR.
