While reviewing the Energy Sector - Fuel combustion part of a Party’s inventory submission, you should consider the following transparency issues:

  • Has the Party adequately explained and documented its methodologies and assumptions for every category and sub-category?
  • Has the Party submitted disaggregated emissions and activity data, along the carbon content and emission factors used for every category and sub-category?
  • Are the Party’s inventory calculations reproducible?
  • Has the Party provided more detailed explanations of the information in its CRF tables in its National Inventory Report (NIR)? Are specific references made in the CRF documentation boxes to sections in its NIR?
  • Has the Party provided any additional materials in response to its Part II of the S&A report or questions from your review team?
  • Has the Party clearly indicated whether it has reported in terms of Net Calorific Values or Gross Calorific Values (see CRF Table 1.A(a))? If Gross Calorific Values are used, does the documentation box refer to the relevant section in the NIR with information necessary to calculate activity data based on Net Calorific Values?
  • Has the Party provided an adequate explanation of differences between its Reference and Sectoral Approaches for estimating CO2 emissions from fossil fuel, especially if greater than 2 percent, in Table 1.A(c) of its CRF and in its National Inventory Report (NIR)?
  • Has the Party provided detailed information on its treatment of non-energy feedstocks by completing Table 1.A(d), including the additional information box?
  • Has the Party provided an adequate explanation of how it allocated emissions to international marine and aviation bunkers in Table 1.C and in its NIR?
