TOPIC 5: CONSISTENCY
 


Time series consistency:

  • Has the Party changed one of its methodologies (e.g., due to the application of the IPCC Good Practice Guidance)? Has this change been reflected across the entire time series?
  • Has the Party changed how it collects data (e.g., a change in how fuel consumption is allocated between international and domestic uses)? Has this change been reflected across the entire time series?
  • Are changes in the quantity, types, and combustion conditions of the fuel consumed by a Party reflected across the time-series?
  • Has the Party acknowledged actual or potential inconsistencies in its time series data and explained the causes of these inconsistencies in its NIR?
  • Does the Party’s emissions time series properly reflect expected trends due to the mitigation actions, emission control policies, economic trends, and other influences (e.g., the implementation of NOx regulations that may result in an increase in N2O emissions from road vehicles)?
  • Has the Party adequately completed Tables 8(a) and 8(b) of the CRF?
