TOPIC 6: UNCERTAINTY
 


While reviewing the Energy Sector - Fuel combustion part of a Party’s inventory submission, you should consider the following uncertainty issues:

  • Has the Party transparently and comprehensively discussed the likely causes of uncertainty in each of their data variables and in its emission estimates for every category?
  • Specifically, has the Party carefully considered likely causes of systematic bias in its activity data or factors (e.g., due to incomplete coverage of fuel consumption)?
  • Has the Party attempted to carefully investigate the uncertainties in its data or has it simply relied on expert judgment to quantitatively estimate uncertainties? If expert judgment was relied upon, is it justified and transparently documented?
