The IPCC Methodology defines a reference approach, a top-down sectoral approach (Tier 1) and rigorous bottom-up approaches (Tiers 2 and 3) to estimate CO2 from fuel combustion. Refer to pages 18 and onwards in Slovakia’s NIR for a description of its methods.
