The correct answer is (d). Uncertainty estimates are a useful element of an emissions inventory. Uncertainty information is not intended to dispute the validity of the inventory estimates, but to help prioritize efforts to improve the accuracy of inventories in the future and guide decisions on methodological choice.


Only Luxembourg has failed to provide a quantitative uncertainty assessment.  All other Parties provided estimates of uncertainty.  Notwithstanding this, few Parties reported conclusions from this information regarding the need for improvements to their estimated CO2 emissions from fuel combustion as an effective mean of better managing the overall uncertainty in their total reported greenhouse gas emissions.
