5.4 Key Categories

A key category analysis is conducted by the UNFCCC Secretariat at the level of suggested IPCC categories (i.e., at the level at which the IPCC methods are described). For most Parties, CO2 emissions from most applicable stationary and transport fuel use categories are key, and N2O emissions from road transport are often key as well (in particular for the latest reported year). Refer to Part I of the Synthesis and Assessment (S&A) report for a summary of the UNFCCC Secretariat’s key category analysis for Ukraine.

While each applicable fuel use category should be reviewed with respect to methodology, choice of emission factors, choice of activity data, completeness, consistency across time, accuracy, and QA/QC, you should generally give greater care and attention to reviewing the methods and data used for a Party’s key categories. You should also consider the categories that were not given adequate attention in previous reviews and recent changes that a Party has made to its methodologies, data, or reporting. You do not need to unnecessarily repeat review work performed by previous review teams, as you have the Review Transcript which summarizes the findings of previous review teams and their recommendations on issues previously identified.
