E. Areas for further improvement
80. The ERT recommends the following improvements for Ukraine’s submission
on GHG emissions from fuel combustion:
- The NIR should be expanded to include documentation of Ukraine’s verification
and QA/QC procedures, qualitative uncertainties analysis, and explicitly address
any major discrepancies, by fuel category (i.e., solid, liquid, gaseous and
other) between the reference and sectoral approach.
- The NIR should also document the source and basis for all applied activity
data and calorific and emission factors used in development of the inventory.
Particular emphasis should be placed on distinguishing between parameters
that have been assumed, estimated or calculated versus those that have been
developed directly from measurement results. Sufficient detail should be provided
to demonstrate compliance with the applicable decision trees in the IPCC Good
Practice guidance document.
- A higher tier methodology should be used for key sources and specifically
for the N2O emission estimate for road transportation.
- The NIR should document the source and basis of activity data for estimating
international aviation bunker fuels and carbon stored from feedstock and non-energy
uses of fossil fuels. Ukraine should also demonstrate that no aviation activity
occurs within the country (i.e., domestic aviation).
