In the context of the CRF, transparency and completeness are primarily measured by whether a Party submitted CRF tables for all years that includes complete data for all source and sink categories and gases. In other words, every cell in the CRF tables should be completed
with information, although some of that information may be
in the form of notation keys (e.g., NO for “not occurring”).
Parties should use notation keys only where appropriate, however. |
