The demand for inventory experts to participate in UNFCCC review teams increased in 2003 as all Annex I Party inventory submissions (approximately 40) began to be reviewed annually. This work load for the national inventory review process increased with the entry into force of the Kyoto Protocol.

The national inventory review process under the UNFCCC and the Kyoto Protocol requires a large pool of trained experts available to participate in review teams. Currently, there are many individuals with experience preparing inventories, but they often do not have a full understanding of the UNFCCC review process or the IPCC Guidelines and the Good Practice Guidance (especially in non-Annex I countries). This training module is meant to increase both the pool of experts available and improve the knowledge and skills of those already practicing.
