The Basics
As an expert, you are probably familiar with the process of preparing
a greenhouse gas inventory for submission under the UNFCCC (although
requirements for Annex I Parties may be less familiar to you). Essentially,
the process can be summarized by the four fundamentals:

National Inventory Process (institutional arrangements/system),
and
Transparency (documentation).
The most important fundamental to you as a reviewer is the quality
of the documentation (transparency) provided by the Party because
without good documentation, it is not possible to conduct a thorough
review.
A highly transparent national inventory will also be rigorous and
honest in addressing its weaknesses.
Parties should maintain a documentation archive. Parties are also
encouraged to publish the documentation used in for their inventories
(for example on the internet). |
