As a reviewer, it is sometimes easy to put most of your effort and attention into reviewing the methods Parties have used to estimate their emissions and removals. This focus on methods, however, has the potential to result in a seriously inadequate assessment a Party’s inventory submission.

As you are reviewing, you should also put a significant amount of effort into reviewing the data used by each Party. Although methods are often more easily reviewed, good data are as (or possibly even more) important to the overall quality of an inventory than the methodologies used.

You should be critical as to the quality of a Party’s data. In keeping with your prioritization scheme to finish your reviews in the time allotted, you should probe for the characteristics of the data including its collection methods, caveats, etc., in an effort to determine its quality and proper application.

Parties should also be making continuing efforts to improve the quality and availability of their inventory data, given their national circumstances. As you almost certainly already know, without good data, the best method or engineering model is almost worthless.
