In addition to all the resources for your inventory
review mentioned previously, you also have the opportunity to ask technical
questions to experts designated by the Party you are reviewing. You should
utilize this option, taking into account the time you have available to
complete the reviews for all Parties.
Prior to beginning the review, each Party should designate particular national experts to which your lead reviewer may forward questions (primarily with the Desk and Centralized review approaches, but also before an In-country review).
However, even if you have clarified an important issue in a Party’s inventory submission by contacting its experts directly, in your final review report you must insist that the Party be completely transparent by including this information in its future inventory submissions (i.e., NIR and CRF).
During your review, you are also allowed to access other information,
such as reports from international organizations or inventories of other
Parties. If you use this material in your review, however, you must clearly
cite it in your final review report and make sure it is available to the
relevant Parties. Some of this other information could include background
materials referenced by the Party itself in its NIR, especially if it
is available on the internet.
