Previous Reviews
The annual inventory review process under the UNFCCC is incremental and
cumulative. In other words, you should be using and building upon review
reports prepared in previous years and reports from earlier stages in
the review in the same year. You should use this earlier material to help
you identify potential problems or omissions in a Party’s submission.
Previous review reports will often include issues that the previous expert
review teams have identified as needing further investigation. You should
address these issues during your review.
Although you should not simply refer to previous reports (where appropriate,
you should conduct your own investigations to confirm previous findings),
previous review reports provide valuable information for determining efforts
a Party has made to improve its inventory submission (or their lack
of effort).
