Each Party should have a rigorous Quality Assurance/Quality Control (QA/QC) plan, and this plan should be documented in its National Inventory Report (NIR). If a Party does not currently have a plan, then it should discuss what steps it will be taking to develop one in the immediate future.

Your review team should check that each Party’s NIR provides information on its plan and on how it was implemented for the currently submitted inventory. Specifically, each Party’s NIR should discuss:

·  QC checks performed on the overall inventory
·  QC checks performed for individual categories
·  QA expert reviews/verifications performed and how results from review were incorporated into the final inventory submission.
·  Focus of its QA/QC resources on Key Categories

Lastly, each Party’s QA/QC plan should be integrated with its uncertainty analysis. This integration is important because the findings from detailed investigations into data quality that are part of Tier 2 QC should feedback into the assumptions made by Party’s for its uncertainty analysis model.
