The last, and most important, stage of the review process is the individual review. The individual review is the “real” product of the review process. You are a review expert for this stage, and it is this stage that this training is primarily intended to address.
As you are likely aware, individual reviews are performed by a team of inventory experts with support from the UNFCCC Secretariat. Your review team will be composed of one or two experts assigned to cover each of the following areas:
- General and Cross-Cutting inventory issues
- Energy Sector
- Industrial Processes Sector (including Solvent and Product Use sector)
- Agriculture Sector
- Land Use, Land-use Change and Forestry Sector
- Waste Sector
It is extremely important that you and the rest of your expert review team know that you are collectively responsible for the final individual review report. Your name will go on the final report. The UNFCCC Secretariat is not responsible for the content of the review report!
In other words, you are responsible for the quality of the review process. This is obviously an extremely important responsibility. Because of the critical role that documentation (i.e., transparency) plays in the review process, a Party must have submitted a National Inventory Report for an individual review to be conducted. For this stage is to be completed effectively, the Party’s submission must be reasonably complete and transparent.
