The following is a list of completeness checks to be performed on every inventory:

1. Has the Party submitted all the elements of a complete inventory? These elements include:

  • CRF tables
  • A transparent NIR, including
    • A Key Category Analysis
    • An uncertainty analysis, including a significant qualitative discussion of data quality
    • A summarization of emissions trends
    • Some background on the Party’s national circumstances
  • A description of the national inventory agency and other institutional arrangements
  • Transparent QA/QC reporting, including a QA/QC plan

You can also use the standard outline for NIRs provided in the UNFCCC Reporting Guidelines as a way to check on the completeness of a Party’s NIR.

2. Check that all source and sink categories (including for each relevant greenhouse gas) are included in the inventory. CRF Table 9 “Completeness” provides information on source and sink categories (or sub-categories)the Party has not estimated (NE).

3. Check temporal completeness (i.e., estimates provided for every year in time series). Note, though, that primary focus should be on the estimates and reporting for the base year and the most recent year (although the intermediate years estimates should be used to help assess Consistency and Accuracy).

4. Check for complete geographical coverage which includes that the Party has estimated emissions for all its administered territories, as stated in its ratification of the UNFCCC.
