Documentation is essential to the UNFCCC review process! You should critically evaluate the quality of each Party’s documentation based on the ideal of transparency (i.e., that the Party's results can be replicated or at a minimum are clearly described for cases where methods and data are more complex).

Each Party's National Inventory Report (NIR) should provide references to all data used in preparing estimates, and it should also provide the actual data, where possible. You should also crosscheck the data referenced by Parties by obtaining one or two original references (selected based on your expert judgment). Parties should be striving to make their references publicly available unless they have specifically identified data as confidential.
