answer is Belgium. Belgium reported an IEF of approximately 1.44 kg CH4/head/year for all inventory years. This value appears to be about twice as high as that reported by any other Party. As a reviewer, the reasons for such a high IEF would warrant further investigation. It is also possible that it is due to a data entry problem in the CRF.
