TOPIC 3: COMPLETENESS
 


While reviewing the Energy Sector - Fuel combustion part of a Party’s inventory submission, you should consider the following completeness issues:

  • Has the Party provided estimates for all gases (CO2, CH4, and N2O), categories, and sub categories?
  • Has the Party completed all cells in the CRF tables with quantitative values or notation keys?
  • In cases where the Party has reported “not estimated” (NE), “included elsewhere” (IE) or “not occurring” (NO) has the Party provided an adequate explanation?
  • Has the Party considered categories that are not explicitly listed in the CRF tables but may be important, given the Party’s national circumstances?
  • Has the Party considered emissions from all of its territory, including territories and islands abroad?
  • Has the Party completed all CRF tables and cells in these tables for all reporting years?
  • Is the minimum level of disaggregation of the Energy Sector in line with the Revised 1996 IPCC Guidelines and the CRF?
  • Have emissions from bunker fuels and multilateral operations been reported under the Memo Items section of the Summary tables and in the sectoral reporting table for the Energy Sector?
