While reviewing the Energy Sector of a Party’s submission you should consider the following institutional arrangements in place for collecting data and preparing the inventory:

• The institutional arrangements established for collecting, compiling and archiving data, selecting and developing emission factors, estimating emissions, and implementing QA/QC procedures
  
• Institutional interactions with other sectors of the inventory

It should be noted that these institutional issues are more relevant to an in-country review when you have the opportunity to communicate in person with the Party's experts.
