TOPIC 1: GENERIC ISSUES

  • Are activity data frequently updated through annual surveys or other estimating methods?
  • Are experts involved in the collection of energy statistics also involved in the preparation of the Party’s inventory?
  • What kind of electronic tools are used to compile energy statistics and calculate emissions? Do these tools incorporate good QA/QC measures and activities?
  • How might data quality problems with the Party’s energy statistics impact the Party’s greenhouse gas inventory?
  • Are the Party’s energy statistics consistent with those reported to the International Energy Agency? If not, why?
  • Has the Party taken remedial actions in response to previous review recommendations?
  • How has the Party selected its emission factors, e.g., carbon content, and other factors? Are these factors representative of the Party’s national circumstances?
  • Has the Party systematically applied the IPCC Good Practice Guidance decision trees for each category?
  • Has the Party reported emissions from any categories that are not included in the IPCC Guidelines?

When drafting a review report you should follow the guidance provided by the UNFCCC Secretariat on the length of the Energy Sector section of the report. For example, in centralized and desk review reports the recommended length of the Energy Sector section is 2 pages. For in-country reviews, the length of the energy section would generally be from 5 to 7 pages.
