LESSON 2: REVIEW ISSUES


When reviewing a Party’s Energy Sector you should consider those issues raised in its Status Report, Part II of the Synthesis & Assessment (S&A) report, and comments on these reports. You should also bear in mind that because carbon content and calorific values of fuels are fairly invariable, the quality of CO2 estimates are closely related to the quality of the Party’s activity data. You should therefore put stress on reviewing activity data quality when assessing CO2 estimates. For CH4 and N2O emission estimates, however, you must give equal attention to both emissions factors and activity data.

Some useful generic questions to help you plan your review work for the fuel combustion section of the Energy Sector are given below:

  • How has the Party collected or estimated its activity data?
  • What is the Party’s institutional framework and data collection frequency for energy statistics?
  • Is the way activity data is collected consistent with the needs of the Party’s greenhouse gas inventory?
