Because they are almost certain key categories for all Parties, you should give special attention to reviewing estimates of CO2 emissions from fossil fuel combustion from the following categories:

13.1. Energy Industries (1.A.1)
Public Electricity and Heat Production (1.A.1.a)
  • How did the Party collect activity data from electric power stations?
  • Has the Party included all fossil fuel fired electric power stations in its emission estimates?
  • Are the Party’s carbon oxidation factors default or specific to the technologies used in the country?
  • Did the Party take into account changes in the quality and properties (e.g., carbon content values and heating values) of the fuels consumed over time?
  • Is autoproduction of electricity by other industries incorrectly allocated to this category?
