TOPIC 12: USE OF GROSS AND NET CALORIFIC VALUES
 
While reviewing the Energy Sector-Fuel combustion part of a Party’s inventory submission, you should consider the following issues related to the use of calorific values for fuel products:
  • Has the Party used net calorific values (NCV) as requested in the Common Reporting Format (CRF)?
  • If the Party has used gross calorific values (GVC), has it provided documentation on how to convert this data to a NCV basis in the documentation box for Table 1.A(a) and in its National Inventory Report (NIR)? (As a rule of thumb, NCVs for natural gas are 9 to10 percent lower than GCVs and NCVs are about 5 percent lower for oil and coal products)
  • Has the Party used country-specific net calorific values?
  • If default net calorific values were used, are they representative of a Party’s national circumstances?
  • Has the Party addressed likely changes in calorific values due to changes in fuel composition over time?
  • Are the calorific values used by the Party for its inventory consistent with those used for its own energy statistics and for its reporting to the International Energy Agency (IEA)? If not, why?
