TOPIC 10: FEEDSTOCKS AND NON-ENERGY USES OF FUELS
 
While reviewing the Energy Sector - Fuel combustion part of a Party’s inventory submission, you should consider the following issues related to feedstocks and non-energy uses of fossil fuels:
  • How has the Party identified and quantified the portion of national fossil fuel consumption that is used for non-energy and feedstock purposes versus energy purposes? For example, how has the Party estimated the consumption of lubricants in the country? Or what procedure was employed to identify the quantities of by-products used as fuel versus for products in petrochemical plants?
  • Has the Party adequately completed Table 1.A(d), including the documentation box?
  • Are the activity data and quantity of the carbon stored reported for the Reference Approach (see Table 1.A(b)) consistent with the data for the Sectoral Approach (see Table 1.A(d))?
  • Has the Party used carbon storage factors that are representative of its national circumstances?
  • If the Party has used IPCC default storage factors, has it shown that these are consistent with its national circumstances?
  • Has the Party sufficiently documented is estimates of carbon storage?
