TOPIC 9: INTERNATIONAL BUNKER FUELS AND MULTILATERAL OPERATION
 
While reviewing the Energy Sector - Fuel combustion part of a Party’s inventory submission, you should consider the following issues related to international bunker fuels and multilateral operations:
  • Has the Party reported emissions from bunker fuels separately (as Memo Items) from its national emission totals?
  • How has the Party separated fuel used for international, versus domestic, aviation and marine transport?
  • How has the Party separated fuel used for Multilateral Operations by the military?
  • Are the international bunker fuel emissions reported for the Reference Approach (see Table 1.A(b)) consistent with the emissions calculated for the Sectoral Approach (see Table 1.C)? Note that Table 1.A(b) only provides fuel consumption, therefore you must calculate emissions using the relevant NCV and carbon content values.
  • Has the Party adequately documented its methods and data for international bunker fuels estimation in its National Inventory Report (NIR)?
  • Are there inconsistencies in the Party’s time series of international bunker fuel emission estimates?
  • If the Party used LTO cycles to estimate emissions, how were international flights identified? What fuel consumption rate assumptions were used? Was the same LTO method used to estimate emissions from domestic flights? Were both aviation gas and jet fuel combustion addressed?
