While reviewing the Energy Sector - Fuel combustion part of
a Party’s inventory submission, you should consider
the following issues related to the allocation of fossil
fuel consumption to particular subsectors and categories:
- Has the Party reported emissions due to the combustion
of fuels in the iron and steel industry in the
Energy Sector as requested in the IPCC Guidelines?
- How are emissions from blast furnaces treated?
- Has the Party avoided any double-counting or omission
of emissions from blast furnaces and coke
production (i.e., if allocated to the Industrial Processes
Sector have emissions been excluded from Energy Sector)?
- Has the Party considered CO2 emissions from
derived gases (e.g., gas
works gas, coke
oven gas, and blast
furnace gas) and where have these emissions been allocated?
(see documentation box in Table 1.A(a) and the Party’s
NIR)
- Has the Party correctly reported emissions from waste
combustion with energy recovery under the Energy Sector?
Do the CO2 emission estimates from this waste combustion
exclude the fraction of biogenic carbon in the wastes?
- Are the data provided for CH4 recovery in
the waste sector in CRF Tables 6.A and 6.B (e.g., landfill
and wastewater handling methane) consistent with the energy
value reported in Table 1.A(b) for gas biomass
consumption?
- Has the Party allocated emissions from the autoproduction
of electricity within industrial facilities to those industrial
categories instead of to Public Electricity and Heat Production?
