Some other examples of possible improvements are:

  • The development of improved electronic data management tools
  • The regular updating of carbon content factors and calorific values for fossil fuels with country-specific data
  • Reporting emissions according to the UNFCCC reporting guidelines following IPCC subsectors and categories for fuel combustion instead of grouping most emissions under the “Other” subsector
  • The improved use of notation keys throughout a Party’s CRF tables, including transparent explanations of notation key use in Table 9(a) on Completeness
  • Providing an “honest” and detailed discussion of likely problems and uncertainties by a Party in its National Inventory Report (NIR)
  • The systematic implementation of the IPCC Good Practice Guidance for one or more categories
