3. The main objective of the review of the GHG inventories
was to ensure that the COP had adequate information
on GHG inventories of the Federal Republic of Carbonia.
The review further assessed the progress of the Party
towards fulfilling the requirements outlined in the
UNFCCC reporting guidelines on annual inventories. In
this context, the review team checked the responses
of the Party to questions raised in previous stages
of the review process and the consistency of the inventory
submission with the UNFCCC reporting guidelines and
the Revised 1996 IPCC Guidelines on National Greenhouse
Gas Inventories (Revised 1996 IPCC Guidelines),
the IPCC Good Practice Guidance and Uncertainty
Management in National Greenhouse Gas Inventories (IPCC
Good Practice Guidance) and the Good practice Guidance
for LULUCF, and identified possible areas for improvement
in the inventory of the Federal Republic of Carbonia subject to the review.

The review team has also assessed whether the submission
fulfilled the requirements included in the Revised 1996
IPCC Guidelines and the IPCC Good Practice Guidance.

The expert review team assessed all information and data
reported by the Party in its 2004 submission, such as
national inventory data reported in the Common Reporting
Format (CRF) and National Inventory Report (NIR).
The ERT also used the 2004 Synthesis and Assessment
report (S&A) of GHG inventories prepared by the
Secretariat, comments from the Party on the S&A
report, the Party’s initial check status report,
and previous review reports of the Party’s annual
inventory submissions.
